The criteria describes three different situations. They require technical issues to be resolved. There is currently no particular acceptable custom of scanning domain registries, and it is considered controversial. These three sitations are not described in CPS, and form no written part of the current procedures. However, CCA and DRP provide substantial authority and strong mechanism to deal with all three, and similar complaints. All three described points would likely be material in a filed dispute.
