CAcert has no separate CP, and instead has a combined CPS/CP. For this criteria and all criteria in A.2, A.3 the CPS and CP are interpreted as being one document fulfilling all requirements. CPS PoP is in policy. However there is a possibility that PoP will not be used fully and fairly over CPS. Wait and see.
