Perform reloading of lighttpd through systemd rather than /etc/init.d.

Increase rotate from 99 to 300, so we will keep at least 6 months of log date,
but not more than one year (since maxage remains set at 365). This conforms
more closely to the CAcert Security Manual, logfile retention limits.
Adjust permission for logfiles from 600 to 644, so normal sysadmin can read logs.
Remove entry for error.log because we use syslog for error logging of this daemon.
