Disable automatic reload of CRLs because it is currently not reliable.
Reloads will be handled through systemd units from now.

Reduce reload frequency somewhat (from 10 minutes to 20.5 minutes),
in order to reduce the impact of frequently crashing ocspd since July 31 2015, 14:50.
It turns out that this mitigates the problem completely, maybe because of the
deliberately chosen half-minute offset, which avoids synchronicity.

Software Assessment Team recommends to increase the validity period for OCSP
responses from 10 minutes to two days.
